Can't find Default Record Locking in View menu, Options due to moved to Tools.
Cause:
The 'Options...' command has been moved to the 'Tools' menu, and the 'Default Record Locking' option has been moved to the 'Advanced' tab.
Solution:
To set default record locking behavior in Access 7.0, use the 'Options...' command under the 'Tools' menu, and select the desired radio button from the 'Default Record Locking' group of the 'Advanced' tab.
1) Select the 'Tools' menu and select 'Options...'. (The Options dialog box appears.)
2) Click the 'Advanced' tab.
3) Do one of the following in the 'Default Record Locking' group:

NOTE: All new databases will be open with the locks set in the following way.
a) Select the 'No Locks' radio button to not lock the record being edited.
b) Select the 'All Records' radio button to lock all records in the open form or datasheet.
c) Select the 'Edited Records' radio button to lock the records currently being edited.
4) Click 'OK'. (The Options dialog box closes.)
